I have this friend who never learns from his mistakes, I feel like a babysitter. I’ve known him since high school and he is a good guy but he just has that previously mentioned issue. He just got a ticket last week in his fart can Civic for farting around like Civics do.
Now, about a half hour ago we were cruising around in our separate vehicles and we were about to merge on to the freeway. I was leading and I noticed there were two police cruisers behind my buddy. I kept it slow so maybe he would notice them, I even tried calling him. But right as he answered me, he shot past me over the on ramp lines, farting full blast (like Civics do). You can probably guess that both cruisers lit up and pulled him over.
Oppo, this is an ongoing trend with this guy in multiple facets of his life. I turn to you for wisdom as I want to help him succeed. What should I do as a friend?
Pic of my weekend in Winchester Bay, Oregon to keep it somewhat related.

Ask him questions about his behavior with the intent of him seeing his actions and the repercussions for himself. Any changes are going to have to be his idea, although you can help lead in that direction.
There is little that you can say to change someone’s mind. Any advice will do nothing but frustrate you as he will simply ignore it. If he doesn’t want to change and he’s content with tickets and issues with the law then there is little you can do.

Pic of me in Florence, Oregon.
Also, just give up on him. He WILL learn, but it’d be best to not let it waste your time right now.

I have too many friends with similar issues. My attempts to help have only pissed them off. It is altogether possible that an insufficient amount of tact was utilized however. The only thing that has calmed them down, for lack of better verbiage, was a combination of age and a good woman.
I would post a pic of me riding along 101 from Tillamook to Cannon Beach last weekend, but I was pressed for time and no pictures were taken.

A good question and a situation we’ve mostly all been in, I guess. There’s no definite answer about what to do, but I’ve got an answer on how you should react. It’s a bit salty, but it’s real.
If they blame themselves and know that they got popped for being a jackass, then they’ll calm down over time. That’s maturity.
If they blame the cops or the system is unfair or whatever the reason to deny any wrongdoing and think they’re the victim, find a new friend.
That second one is more common. Don’t look back.

Oh trust me, I don’t. He would be in the hospital in mere seconds.

Not your circus, not your monkey. No need to take on his stresses vicariously.

Some people just aren’t meant to be smart. Ever run into an older person and think wow this person is dumb, well they were a young dumb person.

The older I get, the more evidence I see that some people just aren’t equipped to recognize anything beyond what is immediately in front of them. These are the kind of people that will step into traffic without looking left, right, then left again, then get angry because someone honked at them.
You can’t fix stupid. It’s hard to soar with eagles when you are surrounded by turkeys. Insert Whatever colloquialism you like, the message is the same - the best course of action is to distance yourself from him. He doesn't have the capacity to come up to your level, so the only thing he can do is drag you down to his. Stick around long enough and you will be caught up in one of his fiascos.

My friends and I were all guilty of being this way at some point when we were younger. However most of us “grew up”, and the ones that didn’t are either in serious legal trouble or have otherwise made life/being happy very difficult for themselves.

You can’t.

You’re his friend, not his mother. He can put his big boy pants on and go speeding around getting tickets if he wants to. If you think he is hurting others, then maybe it is time to say something. Otherwise, enjoy having a dumb friend; they are fun.
